Q: A Councillor handed his letter of resignation to the Chairman at the last meeting. The Chairman gave the letter to the Clerk saying he would not accept it. What happens now?

A: It is not for the Chairman or Council to choose. The law is quite clear: the resignation takes effect when the Chairman receives a signed letter of resignation. The Parish Council is a statutory body and its membership is controlled by law.
