Q: At our Annual Parish Council Meeting in May the Clerk was over-ruled by the Chairman who insisted that the Clerk take the chair

A: No! It is not correct procedure for the Parish Clerk to take the chair. The Chairman and all Councillors should attend training because the Council broke the law and if it carries on like this it will be in danger of having all its decisions challenged by residents, it will lose their respect and may be reported to the Standards Board.
