Q: Can Parish Council decisions be made other than in formal parish council meetings?

A: No decisions must be made in formal parish council meetings. If your parish council has adopted current standing orders limited powers may be delegated to the parish clerk to deal with emergencies.

For example if the roof was damaged on the sports pavilion the clerk could obtain quotes for its repair without a formal council decision. The parish clerk could not authorise the roof repair without a full council decision. Great care should always be exercised in such circumstances as a resident may may raise an objection to the actions undertaken and challenge their legality.
