Q: Does our parish clerk have to be paid?

A: Almost certainly yes. The clerk is usually an employee of the local council as the 'Proper Officer'.They must be paid at least the national minimum wage. You should also check that your clerk has a contract.

If your clerk does not have a contract the council and councillors may be exposing themselves to unnecessary liability should there be a dispute.
