Q: My Council does not want residents present for committee meetings, they are calling it a panel (it has two members) to allow it to meet and make decisions in private.

A: Clearly this Parish Council and its Clerk have not read the Good Councillor’s Guide or attended training, or they would know that their Council is breaking the law for a number of reasons. They are supposed to be open, accountable and transparent in their decision making. They may only exclude the press and public under very limited circumstances.
