Q: Our Parish Clerk votes in Parish Council meetings, can they do this?

A: No not unless they are also a Parish Councillor. Only parish councillors can vote on agenda items in a parish council meeting. The Parish Clerk is not elected, they are an employee of the parish council and the proper officer.

By voting in council meetings your clerk may have invalidated all the decisions and meetings. If the decisions involved spending council tax payers monies the parish councillors may now be personally liable.
