Q: Our Parish Council always co-opts councillors do they have to do this?

A: No - 10 residents who are on the electoral roll can arrange for an election to be called. The forms and more information should be available from your principal authority i.e. District or County Council democratic services department. There are quite tight timescales so get the information as early as possible. Be aware that some principal authorities charge for calling and holding a town or parish council election, however a good parish council will have budgeted for this and have a specific reserve to cover these costs.
