Q: Our parish council chairman makes urgent decisions by himself between parish council meetings, can he do this?

A: No - All such decisions are illegal. Only decisions made by the parish council in meeting are valid. The parish council chairman is a councillor with the same duties and obligations as all other councillors.

To deal with emergencies limited powers can be delegated by the council to the parisk clerk to deal with emergencies. These delegated powers should be clearly documented and minuted by the parish council.
