A: No a council can only deal with matters which are within its statutory powers and there is no power that specifically deals with prayers. Even if the council has the Power of Well Being it is not within the ambit of that power to hold prayers as an agenda item for the meeting. The holding of prayers as an agenda item in the meeting is ultra vires.
