Q: What is the difference between a power and a duty?

A: Parish councils have many powers, these are things they MAY do. Where a power exists there is no requirement for a parish, town or community council to use that power. However duties also exist within the laws relating to local councils, these are things they MUST do irrespective of whether they want to do them.
