Q: When a planning application in the street was considered by the Parish Council a councillor left the room?

A: This Parish Councillor, like you, also stands to lose or gain financially by the proposal and therefore he is considered to be prejudiced. However, under the code of conduct, your Parish Council may adopt a procedure for Public Question Time when he may speak alongside other members of the public but he must still leave the room when the issue is discussed during the formal Parish Council meeting.
