Village halls particularly in rural areas can often be seen as an essential community facility providing affordable priced meeting places for a diverse range of community and voluntary clubs and organisations to meet, promote and deliver social, educational, leisure, sporting, cultural and recreational activities.

As such there is often a strong bond and complex relationship between the village hall and the parish council. Councillors should have a good understanding of the needs and requirements, running any community facility, including a village hall.
