The General Power of Competence (GPC) enables councils to operate beyond the limitations of their normal statutory powers to provide in partnership with other organisations cost‐effective services in innovative ways that meet the needs of local residents.
In parallel with the introduction of the General Power of Competence (GPC) was the repeal of the Power of Well-being (PoW).
The GPC allows a council to do anything that an individual can do provided that action does not constitute breaking any other laws and councils that adopt the power can use it as a “power of first resort” which means they do not need to refer to a specific part of the legislation and power to act.
