Many if not most town and parish councillors have never seen their own council's annual return. Yet each year, normally at the Annual Parish Council meeting where there may be new councillors this vital document is agreed and signed on the nod.
This is of course rather like playing Russian roulette. The annual return contains some serious undertakings. Once agreed and signed you as a town or parish councillor are jointly and severally liable for those declarations and undertakings.
Do you as a councillor see the completed annual return before the meeting to approve it? No well perhaps it's time you did. Are you confident that all the work has been done and verified....
Has the internal really checked payroll? Does he even understand what's involved? Have YOU taken all measures to ensure that there have been no financial irregularities? The list just goes on
At the end of the day it's your reputation on the line.
