The government is repealing the external audit requirements for Parish Councils with a turnover of less than or equal to £25,000 a year. The consultation takes the form of a series of proposals and questions. It proposes to replace the external audit for those councils with a “transparency code”

This is a significant consultation as it removes the last body to whom residents can complain albeit only regarding the finances of their council. Strong proposals are required with the capability of external enforcement are needed to protect communities.

Who can respond to the consultation? Anyone with an interest in local audit and transparency whether a council or resident.

The proposals include the information that it will be mandatory to publish on the data electronically. Turnover is defined as the higher of a parish councils gross income or gross expenditure for a given year.
